Immediately prior to joining the USCCB, he worked as a trial attorney in the Civil Division of the U.S. Quinn served ten years in the United States Army, leaving as a captain, and his career has included service in both the public and private sectors. William Quinn joined the USCCB in March 2022 as Solicitor in the Office of General Counsel, managing all Conference litigation matters. Granado holds a bachelor’s degree from the University of Portland and a master’s degree from Portland State University he pursued graduate level studies at American Military University in intelligence and national security studies. Prior to joining the USCCB, he worked in the Oregon Catholic Conference, and for the Archdiocese of Portland. For the last four years, he has led the legislative and regulatory affairs efforts of Catholic Charities USA, managing a legal and policy team to serve the organization’s 167 member agencies. As General Counsel, William Quinn will be the Conference’s lead attorney, supervising the work of the Office of General Counsel.Īnthony Granado returns to the USCCB, having previously worked at the Conference in public policy positions from 2010-2019. Picarello came to the Conference in 2007 as General Counsel.Īs Associate General Secretary for Policy and Advocacy, Anthony Granado will oversee the public policy work of the Conference, including the Office of Government Relations, the policy secretariats, and Migration and Refugee Services.
